Ok but how mnay badges do i need?weres a place i can get 2 without getting surf?i only have 3 badges,and my highest is lvl 41.PLZ HELP!!

surf is in petalburg city
after you beat norman (lv. 28 slaking, lv. 30 vigoroth, lv. slaking)visit wally's parents and they will give you it.

thats high enough to defeat norman's pokemon, then go to wally's parents in petalburg, you will be given surf thengo to mauville at the rightmost side near the shore surf then cross there, its very short travel, then once your in land go right for the berry master or up to fortree, ( get devon scope first at the right side of fortree from steven ) then after defeating winona, you could travel to lilycove
