Still a rule. This means if you visited in 2006, you cannot go back until 2009 no exceptions, even if you have immediate family there and they are dying, tough cheese. You can visit their grave in 2009. Yet the Cubans in Miami still voted overwhelmingly Republican for someone who is a hypocrite.
