Ensure that the cause of the mark is rectified first, then paint the area with stain block.
Then repaint the whole wall.

Make certain the source of the water is stopped and the area is dry. Use a hair dryer if necessary. Use a fine sanding paper to removed the top of the mark on the wall and then fill in with patch. Let that dry and sand it down to the same level as the wall and paint. It should be no problem.

Sorry, you will have to repain. First make sure there is no more water to cause the mark. (you don't want to paint it and have water wreck it agian). Paint the water mark with Kilz first and the paint. It you can, you might be able to get away with just the one wall, thats if you have the same color. The other walls maybe slightly off color from routine wear but that will not be as noticable as the water mark.

You got the right idea, do not paint until the wall is very dry. When you do paint, use a stain blocker such as KILZ first. That will block the stain that WILL otherwise bleed through several coats of paint. The dehumidifier will help, but it is still going to take awhile.

That would be large. . .and you could try bleaching that area? I don't know if it would work (try this only if ur walls are white).
Paint over it if it is dry?
Put more plaster on top. .
Oh. Here's what to do.
Take the flat scraping tool and scrape off the discolored plaster
Make sure it won't get any more water on the place where u will put the new plaster.
Apply new plaster evenly.
Let dry.

Do you know the source of the water mark? If there is water b/hind the walls, you will have to tear out the wall, fix the water source and have a dry waller replace your walls. Unless you can do it... Home Depot can help. good luck
