Mostly because most women choose or settle for lesser positions in all aspects of life. Women who choose not to settle can generally move into leadership positions. Hillary, C. Rice, several women senators and congresspersons are just a few examples.

Leadership isn't a gender or race thing, it's who can do the job. If there are women out there who want the job they need to get the experiance and step out. There are more than you'd think.
