How do i add/take away color from pics?

ive seen quite a few ppl who have some really cool effects on their pics...my fave being the one where like the whole pic is black and white and just their eyes have color....or if a whole pic is b&w and just one thing is in color...how do they do this???

i have corel paint shop pro photo XI but i dont know if you can do it with that program and if ya can im not sure how to go about doing it
