It is applying a known or reference quantity to the instrument that measures such quantities, and noting the error in the measurement. This is true for weight, length, voltage, etc.; anything you have a tool to measure. Multiple measurements (of more than one reference quantity) may be used to specify the measurement errors over a wide range of input.
