May be. Many conspiracies may not come to light.
If you are referring to the word conspiracy theory presently used , I think that one reason is lack of deep perception to understand an event clearly.People start guessing. I may be wrong.

My favorite conspiracy "theories" are that the earth is round and that the sun does not revolve around the earth...
however...
people used to literally lose their heads over these beliefs.

of course there are conspiracies.the problem is some are true some are not.Also the nature of a conspiracy is to be secretive so it is hard to know the whole truth.
