Yes, if a student is responsible enough to get good grades, they are probably responsible to drive.

It Should be a Requirement By the Youngsters Parents

But Not a Law.

Some Kids do not recieve the Right Motivation to do well in school. But doesnt Mean they shouldnt be allowed to drive. How else will they be able to become Independent and Possibly Go out and Thrive in the Real World.
It is Possible for those High School Drop outs to Go out and Achieve Fame and Fortune or Just general happiness.

No. You can't use that as a punishment. It's basically group punishment, and that, in majority, is always a bad thing.

Yes, it would work to keep students who can achieve good grades motivated.
No, it would be an unneeded stress for a struggling/learning disabled student.

That's a very good idea. They always say, it's a privilege, not a right, and you do have to be somewhat intelligent to know how to drive.
