I have a bad case of flat feet. I've even wore arch lifts and or supports and all they did is make my feet hurt for months and months on in and still these feet are as flat as you can get them. So I suspect unless your putting a bicycle air pump in your shoes at a very young age while your body was still growing, then perhaps yes it can remotely happen.
