Both NaOH and HCl will ionize. So the ionic equation is

H+ + Cl- _ Na+ + OH- == Na+ + Cl- + H2O

Since the Na+ and Cl- are present on both sides, they drop out of the net equation, leaving

H+ + OH- == H2O
