if only one force acts on an object, i will always accelerate that object. But if two forces act on an object, the two forces has to be equal and opposite direction of each other in order to stop that object.

when i say stop, i don't mean completely stop. Because the two forces are balanced, the object will not acclerate but it can travel at a constant speed.

that is Newton's first law:
object at rest, stay at rest
object in motion, stay in motion.
