I live in Wilkes-Barre Pa and there are alot of towns. I would suggest Kingston, Plains and even going closer to Scranton.

I think racially mixed rural neighborhoods are going to be hard to find almost anywhere. Now, if "semi-rural" will suit you, you could try the outskirts of Scranton. We have people of several races living in this area. Black, Latino, Asian, Indian (from India).
