The jeweler normally will use them to make another ring bigger by adding the piece he took out from making the other ring smaller. It's very common for jewelers to do that If your size is more than one size down it is advisable to ask for gold back.

I don't know why anyone would want it back. Our jeweler uses gold stock to size rings up, not other people's scraps. Unless you are having a ring sized down significantly, the amount of gold removed is most likely negligible. Jewelers have access to all sorts of goodies in the jewelry world and don't need to stockpile scraps. If it is something like a link-type bracelet, I could see asking for the links back. (We have customers who will turn these links into earrings) but the gold removed in a ring? Don't sweat it.

When you have a ring made smaller, the jeweler uses the scrap when he solders the ring back together so that its is seamless and looks like new. I've never personally heard of a jeweler not returning any leftover scraps, from say, shortening a bracelet to fit your wrist.

ASk for the scraps because some of them only give it back to you if you ask or the can lower the price if you let them keep it. But ask for the scraps back.

Hope that helps.
