As a function of x means f(x), which is also known as y. So isolate y.

Take 2x on both sides
2x -2x -3y = -6 - 2x

Now you have:
-3y = -6 - 2x

Now divide both sides by -3:
-3y/3 = -6/-3 -2x/-3

Now,
y = 2 + 2x/3

or in the y = mx + b form
y = 2x/3 + 2
