Given the circumstances are as you state; the lady could face battery and assault charges on a minor. The D.A.'s office could tell you if the circumstances would qualify for "hate crime" extensions to the law.
Were there witnesses to the assault? Did the family hospitalize the girl? Did they photograph the bruising etc. etc.
I'd suggest the girl and her parents contact the local District Attorney's Office. If charges don't get brought against the "Woman," nothing "legal" can happen. So thoughts of doing time etc. fade away. But, worse yet, the "Woman" may, some day bring greater harm to a minor.

Based on the way you phrased the question, I must assume that the person hit is an illegal minor. Regardless of her status, since she was assaulted, she can file charges against the legal adult.
However, in doing so, her illegal status may become known and I would think that she could then face deportation.

That's assault, the daughter and her parents should have called the police and filed charges. The "lady" can end up in jail, paying a fine or also being sued by the victim and her parents.

Yes, it is illegal to hit a minor by an adult. It is considered Child Abuse. It is illegal. You should report it to the cops immediately. The women will most likely go to jail, unless found innocent in a court of law.

I would advise the female that was hit to seek legal advise or she can just be the bigger person and walk away.
