It can be in two different forms basically. If you are using your motherboards "onboard" video or on the case of a laptop its built in video, your computer or laptop will be borrowing, mooching, snatching (all in how you look at it) your computer / laptops physical RAM to operate. Note that this RAM that your onboard video uses will not be available for other applications that your computer may use. So if your computer has 512 RAM installed and your computers video is using 32MB of that RAM any application that needs a minimum of 512 installed will only see 480MB thus not letting you either install and or use the program. A way around this is to buy a video card which usually start with having 128MB or RAM of its own therefore won't use your installed RAM in addition to this will also aide in making your computer faster.

Video Ram is the space you have to work with for videos, graphics etc.

Video Ram is the amount of memory your video card has to use for graphics, and processing games and graphical interfaces and applications.
