I've mostly only heard it in reference to babies crying and screaming continuously without end or people crying over something as if they were babies. The baby was wailing away in his crib. The girl was wailing away over being dumped. The "away" after the verb makes it slang usage. Wailing on its own just means to make a long, sad crying sound. The "away" means that it is going on for a while.

It's not wailing, it's whiling. It means waiting for the time to pass. Such as, I was whiling away the time until school let out by reading a book.
