first you use the point slope form

(y-ysub1)=m(x-xsub1)

substitute your point into xsub1,ysub1 and the slope for m
you get

(y- (-5)) = -3/2 (x-(-4))
(y+5) = -3/2 (x+4)
rearranging this you get:

y= (-3/2)x - 11 --> in the form y= mx+b

or dividing both sides by 2 you get

2y = -3x - 22

then transposing you get

3x + 2y = -22 --> ax+by = c

When you do any questions like this use the equation for a straight line:
y(x) = mx + b where m is the slope and b is the y-intercept
You are given the slope = -3/2 == m
So y(x) = -3x/2 + b
And if it has to pass thru the point (-4,-5) then
y(-4) = -3(-4)/2 + b = -5
Solve for b and you have it: b = -5 - 6 = -11
So then y(x) = -3x/2 - 11; but in general form
-3x/2 - y = -11
multiply both sides by -2
3x + 2y = 22

start with y=mx + b form and plug #'s
-5 = -3/2 (-4) +b
-5 = 6 + b
b= -11
-3/2x -11 = y
-3/2x -y = 11
