I work in a bar and last night i came across an out of state id. Delaware. we have a scanner and the id scanned but it did not have the UV light on the back. I have an 06 bar book with updated features but this id was issued in 2004. Does the 2004 delaware id react to UV light?

the 06 book says that there is UV on the card and only shows the previous one being really old...

No, many of them do not, although a few may if they were issued in certain districts of DE. There should be a note in your book that tells you about previous year's licenses. If not, your bar is using the WRONG BOOK and you have serious liability problems.
