Honestly, probably not. Most girls think that comments are flattering but unnecessary. It just depends on the type of girl. But most girls like when guys put forth a bit of effort and and don't judge them just by their looks but my their personality. Some girls might like that while others won't.

Depends upon the girl. In most cases it's not that easy. The girl is always looking for a little more than just a complement (I assume that's what you meant). So don't expect it to work on every girl.
