try downloading it via limewire or go to xsharex.info, register for free and go to games portion and type sim city in the search toolbar.
to download limewire for free, go to limewire.com and download a trial software, install in your system and once intalled, type it in the files search.

Try downlading using bittorrents then burn them unto a cd
