A baby becomes a toddler when they are able to walk - because they really just toddle around since they are not such experienced walkers yet.

A baby is up untill one year, a toddler is 1-5.

Under one year of age is considered a baby. After the first birthday they are considered toddlers. Preschoolers from 3-5 years of age.
