Muscle cells also rebuild when resting just like normal cells. Muscle atrophy means there becomes less Quantity of muscle cells because the muscles are not being used as much.

The human body always adapts to external stresses. When there is no need to use muscle, the human body trims it back. Probably an evoloutionary mechanism.

Just taking a walk every day can keep muscles from atrophy.
