Actually an icon is an array of bitmaps for various sizes, resolutions, and color schemes.

If your creating an 'icon' that will only be used with one resolution, then creating a bitmap in paint and changing the extension will work, but a true icon done properly is a set of images.

Dont know about iconator but it doesnt take much to make an icon! An icon is nothing more than a BMP or bitmap file with its file estension changed to .ico
