Bleach contains Sodium Hyperchlorate. Hair spray is not a cleaner. It is a binding agent.

Bleach in water disperses chlorine which is a great oxidizing agent. It causes things to give up electrons and become ions so they can dissolve and be washed away. That's why you use it in the washing machine, and why you come out nice and squeaky clean after swimming in a pool.

Hair spray has alcohol which is a good solvent for many organic and inorganic things.

The bleach is usually Hydrogen Peroxide, this readily gives up its oxygen to oxidize stains.
