To make the block wall structural you would need a footing. This means you'd have to saw cut the concrete floor and put a trench footing in.

You should have at least 8" deep of concrete in the footing and 16" wide to support 8x8x16 inch block foundation.

If you are just trying to support a house that has a failing foundation, you'd be better off building walls with a footing underneath. Build 2x6 walls, 16 on center with two top plates all the way around. This will take the house load.
