Why are some sitcoms shot on video, while others are shot on film?

Examples - All In The Family was created using video; 8 Simple Rules is created using film. Are television shows recorded on both and then presented to the test audience that way?

Film looks better, many people have HD TVs so shows that are shot on film will look good. Why buy an expensive TV to watch the same shows with the same quality. Many times as the budget for the show and the rating increase the quality of the materials increase as well. It is just the most logical choice, especially now that just about every show ends up on DVD, so having digital quality is now more important than it use to be.
