45 gallons is not very big. Koi are just large pretty goldfish so think about goldfish instead? 5 or 6 and yes, they will grow too.
Also consider area, does it get cold in the winter? too hot in the summer?
Animals in the area that will eat your fish? some bird species will eat them along with any cats or racoons.
I would hate for you to spend all that money on koi just to go out and find them gone. start with a few not so expensive golfish first and see how it goes
