Depending on what time zone you're in, it's always a different time. The minutes stay the same everywhere, though. The farther east you go, the farther ahead in time you go. The farther west you go, the farther back in time you go. If you go over the International Dateline, the day completely changes!

No, time is just an invention to coordinate activities. There's no way we can really know without a doubt.
