The president of the Senate is the Vice-President. In his absence, the President-pro-temp presides over the senate. The primary job is to vote to break a tie when the senate votes, and he maintains order when the senate is in session.

However, unlike the presider of the House (the Speaker of the House -- Nancy Pelosi) the VP is rarely at Senatorial meetings, and defers the responsibility for operational duties to a professional parliamentarian.

Our esteemed Vice President, Dick Cheney. He only gets to vote when there is tie, though. John Adams once described the Vice-Presidency as being as useful as a bucket of warm spit. Nowadays it could be a little less so, with the parity between Dems and GOP.
