First, there are no requirements with Ruby or Sapphire other than needing the Dex.

For Emerald however in order to trade with other games, there's the requirement of needing the National Dex which can only be gotten after beating the Elite 4.

Otherwise that's pretty much it other than needing a link connection and 2 Gameboy Advances.
