They sound like what are called tallow shears, used to cut the top off of a candle to neaten them up so that the candles look presentable.

This one is driving me crazy because I know I know what they are but can't think of it! (Well, I think I know! LOL!) Two things come to mind. First, a scissors-type of sugar tongs used for picking up sugar cubes.
Being in the medical/scientific field, I can picture what you're describing as a type of specimen handler. For example, a geologist using something like it to pick up rock samples.
If I ever think of a name to put to 'em, I'll answer again! (I haven't had much luck with searching the web for them so far!)
Edit: Pinky, I have an old-fashioned scissors-type candle snuffer, too, but they're a little different from the description. More of a box with a flat piece on the other side. Hmmm....still thinking! lol!
