There is a movie we saw years ago with a man who dances for money. Can you help me with the title?

When the man had money he saw a black kid dancing for money on the streets of New York and he shewed him away. Now the man lost all his money and remembers the kids song and begins to dance for money himself. this is a very small scene but I cant get the song out of my head. It went like this: hachew hachew ziggedy bing bang boom hachew....hachew hachew ziggedy bing bang boom hachew! Im not kidding. The man started dancing and it just cracked me up. I really need to know the name of this movie. It came out in the late 80's or early 90's i think.
