Yes.
If you have worn it a while, and dirt gets into it, it may ruin the design of the velcro (The design is the "~ form " that it makes)
Normal wear and tear will also wear velcro out.

Everything wears out over time and use and that includes Velcro. When you first notice that it is not holding well try cleaning the lint out of the hard plastic tab and trimming the fuzz that will form on the soft fabric tab. It will give you a bit more time before the tabs need to be replaced completely.
