The constructor of the expression is who must determine the order of the operation and the localization of the parentheses. Being thus, they follow the indication below:
1st: () [ ] {}
2nd: multiplication and/or division, addition and or subtraction. For all, to follow the sequential order is basic in the proposal mathematical.
In that way, you solve so:
4 + (2 x 5) - 6 + 3
4 + 10 - 6 + 3
14 - 6 + 3
8 + 3 = 11
Each new position of the parentheses determines a new resulted for the expression given.

You must use a little tool called BEDMAS, it stands for Brackets, Exponents, Division, Multiplication, Addition, Subtraction. It is the order in which you approach a mathematical questions. So using this...
4 + 2 x 5 - 6 +3
= 4 + (2x5) - 6 + 3
= 4 + 10 - 6 +3
= 11
So your answer is 11
