my computer was connected with some admistrater but now it's not but still if i make any changes it comes back default settings after restarting nd m not even to reload windows .
is there anyway i can chage the anmistrater or reload windows?

If the account you are taking about is actually called "administrator", then you can not delete the account. It is installed as part of Windows itself, and not by a "user". If you were to remove that account, Windows itself would not work properly.
The "administrator" account is also used to access the computer should there be probably getting it to boot regularly.
So you do not want to (and can not) removed the account called "administrator".

What did you do for 15 years? Drink?
Turn on your computer and press F8 and select go into safe mode. There you can login as Admin and edit the accounts from there.
