It's actually not the greatest time to buy a gaming system....we're at one of the new technology stages
in any case,

all kinds of options available from a basic to mid-level system right up to the quad sli. You could get a decent core2 duo on a 965/975 chipset or a nforce 650 with a gig of ram and a mid-range graphics card for well under 1000. Prob around $650 depending on the graphics you go with.

If your processor can handle it, and you'd have to look to see what you have, you might be able to get away with upgrading your memory and/or graphics card which would be way cheaper than getting a whole new system. The more expansions you add to a game, and the more families/characters you save into a game like that (I have Sims 2 plus expansions), the more memory you use and require to run it. We had already done my graphics card and it made a huge difference visually, but when my husband upgraded my memory and it ran like a breeze. It depends on why your's keeps crashing.
EDIT: See, I spaced on the details you added. Your laptop probably isn't upgradable, one of the biggest downsides to having one. And I agree with the others that said that a desktop is the way to go. My computer is a desktop or we wouldn't have been able to do the upgrades we did. Finding one with the requirements to run your game for that price, however, might be tricky. Find out the ideal system specs required for your games and then try Dell, Gateway, even Alienware and just do some comparison shopping with what you need. If you know someone really good with computers, you might also be able to have them build you one cheaper.

Desktops are the best to play The Sims 2 games and other games that have expansion packs every month, ha. But a dell laptop shouldn't be crashing. Maybe it has something to do with your memory and space available? You're really going far and willing to spend alot of money to play The Sims 2. But if you really want a desktop just for that, try an eMachines or Compaq. Both sites both have fast, cheap computers, and eMachines have a full package (desktop pc, monitor, speakers, keyboard and mouse) for around 499.00-599.00. They are really good computers with gaming. But maybe you should look into making space available on your laptop before spending outrageous cash for a new computer just to play a computer game.

Best suggestion is goto your local computer store(s) and have them give you prices for a system. Something like 2ghz+ cpu, 2gb of ram, and a very good video card (maybe readeon 1950 pro). Here are some benchmarks for video cards.

I system like that should/will do fine.
