It was a novel that contained a lot of violence and crime that was very popular during the victorian period in England. They were very popular and cost "one shilling" hence the name.

A cheap sensational novel in the late Victorian era.
Probably related to the "dime novel hidden in the corn-crib" mentioned by Harold Hill in "The Music Man."
