You will need a 20 amp breaker , 12/2 romex , romex conn. ,20 amp plug and a single gang new work nail on box if you are putting it on a stud.
run the wire from the plug location to the panel remove panel cover stripp wire enough to get wires to breaker location and ground space place wire though knockout location and conn. and put black wire onto breaker and white and ground wire onto ground bar unless it is a sub panel in that case the white and ground wires will be on different bars (you will be able to tell)
and for the plug strip about 6 to 8 inches of the romex sheathing put wire in box and put the black to the brass side and the white to the silver side and the ground on the green ground screw and make sure you staple the romex within 8 inches of the box and evry 4.5 feet onlong the run

Are there available spots in your service box? Do you have 100 amp service? Is it a fairly new house? Copper wire? (not aluminum?) If so, you can install breakers fairly easy. Shut the power off at the main breaker. Use a 20 amp breaker and 12 -2 wire. Run the wire in a metal conduit. Surface mount the conduit and receptical box to the wall. The breaker needs to match the existing breakers. Once you open the cover plate to the service box its not all that complicated.
Remember that plumbing screw ups get you wet and electrical screw ups get you dead. Don't try it if your at all confused at what you see in the service box. a $4 voltage tester is worth every penny to tell you whats hot and what isn't

you'll need a 20 amp breaker & enough 12-2 wire to extend from breaker box to recepticle outlet.

If you are the handy type of person this can easily be acgeived.

First remove the Panel from brealer box, I like to insert wire let wire extend to bottom box then loop back up, this allows for a service loop.

Black wire attaches to breaker, white & brass wire goes to ground bar.Dont forget to install a non metalic connector at your box where you are feeding your line through.

Then it just a matter of connecting at the outlet
black = hot brass screw
white = neutral silver screw
brass = ground

Install cover , turn on braeker, your done.

sorry I had a typo ! had 12-3 instead of 12-2, be advised that if there is insignificant provision in your existing bow you can always resort to a split breaker.

Yes you will need 20 amp circuit. But you will need 12-2 romex with ground not 12-3. you will also need a 20 amp breaker a nail on box an outlet that only has 1 plug in space, and a cover plate. Run your wire from your panel to the desired location, nail on box, put wire in box, strip wire back so 6 inches extend out the front of box. strip back black and white approx 1 inch curl wire around so when you screw down screw the wire curves around clockwise with the screw. The black wire goes to the gold screw, the white goes on the silver screw, and the bare wire goes on the green screw. Screw in device and attach cover plate. the put wire in your panel using a grommet where wire enters top of panel. strip back all the wire casing in panel, first attach bare wire where you see your bare wires then attach white wire where you see the white wires (it is possible they are under same bus bar) then install breaker in slot leave in off position. put black wire under screw on breaker. Put your panel cover back on before turning on to prevent blow back. then test outlet with tester and plug in freezer. you are all set. use my e-mail if you need more info

Additional thought: In my town basement outlets have to be GFCI type. You may have to check for this where you live. Might be on the city/town's website.
