Because it is easier to find a compromise between two large parties rather than among a zillion small ones, such as in India.

If Americans managed to find a compromise during their political history then the War for Southern Independence would not have occurred. A compromise would have been for the people of each territory to decide for themselves whether to have slavery or to join the Union as a free state. This is the compromise suggested by both Lewis Cass and Stephen Douglas. It would have avoid the War between the States.
