Just give your honest answer. If this particular inmate has any chance of sniffing parole, then the parole board will want to hear why you think (that is what basis you have for thinking) that he or she will be a productive member of society upon release and that he or she will not re-offend if released. Some examples might be religious or spiritual conversion that you have borne witness to, community service you are aware of, or any mitigating factor that you might think is important to someone on the parole board making the decision about whether or not to release someone from prison early. That is, what would you want to hear if you were sitting on that board? Try talking to the person's lawyer if they are represented or were represented by counsel.

If you don't feel comfortable making a recommendation, then tell the inmate so they at least have a chance to find someone else.

Yes I did for a friend many years ago.
If I was you I would ask his or her lawyer for some thoughts about what to write first. My first draft which I thought was good was turned down by the lawyer. The second letter they took. Other wise I can't help you without knowing anything about the inmates case.

What is your relationship with the inmate ?

If you are a social worker or psychiatrist are you writing a professional opinion on his potential conduct if released ?

Is it a letter saying "LET FRED GO !!! " ?

If its for a parole hearing , then just state your opinion on the persons charachter and his potential for living out of prison.
