because i think the same person is acting as another person on my site

Actually its totally false that only the police can do this. My company traces IPs of those trying to hack us all day long and our legal staff contacts them. However, that our company and our company can afford the medium to do this ($$$$). For the little guy like you and I your best option is to contact the site operator you speak of and alert them. A simple server log will show the IP and ISP in most cases of the person doing this. If a law has been violated they can trace it back to the persons ISP and the ISP will then contact this person.

Basically, there is no reliable way for you to know someone's identity based only on their IP address.
When law enforcement needs to identify a person based on IP, they get a court order and have the ISP look up the customer. Identifying the _actual_ person, not just the customer, requires closer monitoring like a search warrant.

if you got the IP you can trace what city it comes from and who owns that server (such as an ISP)
this can be done at www.dnsstuff.com
