Think of it as "Back to the Future". The new crew vehicle is an Apollo-style capsule and upper stage riding on a modified shuttle SRB. The heavy freight vehicle is based the space shuttle main engines, SRBs and fuel tank. Check out the links.

I don't think that they are going to have a ship by 2009 but they are working on a few new ones. The Crew Exploration Vehicle (CEV) is going to be the new ship and they expect to have maned flights by 2014. Also the new ship is said to be 10x as safe, and also has launch escape capability which is a first. Right now 2 companies are fighting for the chance to build the blunt-body, conical CEV, Lockheed Martin and Northrop Grumman. The winner will be announced in August.

By 2009? For U.S.A., there is nothing in the works. Try 2014, probably latter. When the shuttle is too old to be safe, the U.S.A. will have to rent space from the Russians to put men up.
