So much bad info here I can't stand it.
Simply boot from the Windows CD. Ignore that you have windows installed and do a new install. Delete the partitions, then continue to format the drive and install Windows XP.
This is a very clean install, and it comes free and automatic on your Windows CD. You need nothing else.
(of course save off any files first, everything will be lost)

Hello.
My favorite tool to clean up computers is "Partition Magic". This baby can erase the Hard Disk, partition it and even choose the format: FAT32 or NTFS. I recommnd the NTFS format for XP, but that's just me.
In order to use it, you need it put on a boot-able CD, and then insert the CD in the drive and boot. From there you just click your way through.
If you're not very found of computers and just want a clean start with your new laptop, you can just boot it with an original Windows XP cd (if you use a cracked version, make sure it is boot-able). During the install, the CD will offer the option to format your Hard Drive, so you can choose yes, and you're home free.

Re-Install windows (and format the drive) is the only way to wipe it out completely. You will want a "CLEAN" install of windows when taking on a new laptop to rule out any viruses, trojans, spyware, or other system instabilities.. so you can make your own "mess" instead of inheriting someone elses.. Ive seen few computers where there were no problems.

Do a system restore. It will clean out everything on the hard drive.
Log on to Windows as Administrator.
2. Click Start, point to All Programs, point to Accessories, point to System Tools, and then click System Restore. System Restore starts.
3. On the Welcome to System Restore page, click Restore my computer to an earlier time (if it is not already selected), and then click Next.
4. On the Select a Restore Point page, click the most recent system checkpoint in the On this list, click a restore point list, and then click Next. A System Restore message may appear that lists configuration changes that System Restore will make. Click OK.
5. On the Confirm Restore Point Selection page, click Next. System Restore restores the previous Windows XP configuration, and then restarts the computer.
6. Log on to the computer as Administrator. The System Restore Restoration Complete page appears.
7. Click OK.

Yes of course all you need to do is format the hard drive and reinstall an os, if u didnt understand what that ment you are best off going to a computer shop and asking them to format your computer :-)

System resore will not wipe the hd
Reinstall windows If its a dell (or any other big comp mfg) then turn it off, turn it on and start pressing shift f12 repeatatly untill the norton ghost starts up. that will Wipe the drive clean and reinstall WinDOS for ya
