Domestic cattle may be bred for increased "taste" - for example, they may have greater amounts of intramuscular fat, which gives the meat that "marbeled" appearance (and also makes it much less healthy.)
However, the most influencial factor isn't what breed the beef is, but how it is raised and what it eats. In this case the old adage, "Garbage in, garbage out" rings true. Cattle are designed as grazers of grass, not standing in industrial feedlots eating corn flakes. Corn may put weight on a cow quickly, but it's an unnatural and unhealthy diet - and the bodies of cattle fed this way quickly begin to self-destruct. Their liver slowly breaks down and they are prone to infections. This is why feedlot cattle are also fed a cocktail of antibiotics, to help keep them alive just long enough to get to the slaughterhouse.
Grass-fed beef is noticibly different in taste than corn-fed beef, and it is healthier as well.

It comes down to personal taste, but in general, angus produce a very high quality beef. Kobe Beef from the Wagyu breed is probably the most expensive beef you can find.

There is no right answer to this question, it depends upon personal taste & preference, not everyone likes the same flavour, ratio of fat, method of cooking etc.
It's also worth pointing out that a fantastic animal could produce fairly indifferent tasting meat if it were not slaughtered & hung for the correct amount of time, this is the real "secret" in meat.
Some experts in this country consider the meat from Guernsey cattle to be amongst the finest, which is unusual as it's a dairy breed not usually reared for it's meat.
The best way to get the best quality meat is to avoid supermarkets, find a good traditional butcher & take their advice. Proper butchers are worth seeking out & supporting.

Angus is the most popular here in the US. Kobe beef is popular in Asia, but extremely pricey.
