I have a friend who was on medications that were interacting badly giving them muscle main around the elbows and knees. Ischemia and periperal vascoconstriction are known side effects of those drugs, but I wanted to know if this caused the pain or something else.

Absolutely. As my anatomy and physiology instructor puts it: ischemia=I scream-ia. This is a key symptom of insufficient blood flow. It is important to restore blood flow as soon as possible in order to prevent necrosis of the tissues where the circulation is cut off.
