That depends: drop it from where?
Seriously.
The first atomic bomb cost billions to build, because of all the research and development needed. The cost of one atomic bomb is a few million dollar only, once the infrastructure is in place, but if you want to develop a vector, like a missile, or need to factor the cost of a carrier like a nuclear submarine, to deliver it, the cost can get as high as it needs to be.
Then again, some low yield atomic devices were designed in the 1950's to act as demolition charges; the cost of those, if built in huge quantity, could have been as low as a few tens of thousand of dollars, including the "delivery" (which could be a 280 mm cannon, for instance) See link:

We still do not know the ultimate costs in terms of increased cancers, genetic defects, impacts on the ecology, and stability of civilzation itself.

It is free. The question should be, how much does it cost to make one. I suspect that is a military secret.

nothing - assuming someone else paid for the bomb, and assuming you don't drop it on your own property!
