B) Maryland and Kentucky, because they are the only ones that are on the border between the Union and the Confederacy. The others are just on an ocean border or a border with Canada.

I know that Maryland stayed with the union and continued to legally keep slaves AFTER the emancipation proclamation...which of course, only freed the slaves in the south...not those in the rest of USA.
