Well the number WE use are ARAB numerals. AS for who INVENTED the system...I'd say early man...I doubt it was one area, probably many areas had forms of counting...just the Arabs had the simplest and most sensable system.

For thousands of years man existed as a hunter gatherer.

Then man began to settle on the land and farm it. The farmers invented numbers so as to better know (account) for their crops and produce... and they began to trade their produce. Artisans then began to start work... producing things for the farmers to buy... ect ect ect.
