Are names of cities and states in the USA copyrighted?

I'm asking because if I wanted to make and sell tee shirts/hats like they have in tourist stores with the name of a city or a state or national park embroidered on it, would I need to license it or pay royalties?

No I don't think so.... There are too many with the same name.
